Pirates Raid IFA Market

St. Louis River Pirates signed Jimmie Lucano for $2.8M off the International market today. St. Louis GM, riverpirate, said "What a cheap find!" For that price I would say he is right. At 18, Jimmie could develop into a nice prize for a setup relief pitcher. He has good control, though projections are a little high in this area, decent durability, decent splits, movement, ground ball and sporting three obtainable good pitches. What sets him apart is his patience and makeup which is very desirable. His health may be in the low end of the spectrum but sufficient which is his only real black mark. Did his overall OVR drive the price down?
